City of Rock Hill Utilities serves the city itself. Outside the city, York County Water and Sewer runs the public systems. It describes its footprint as defined service areas in eastern and western York County. The county reports more than 22,000 retail customers and buys its water from Rock Hill.
Defined service areas is the phrase that matters. Those lines follow roads and subdivisions, not county borders. York County also states plainly that it does not maintain or operate any well systems. A private well is the owner's own system, and that is the work we do.
York County calls itself Piedmont country between the Broad River and the Catawba River. The Broad River side, out past Hickory Grove and Sharon, is the far western edge. That end of the county is farm land and big wooded lots. Much of that ground sits outside the service areas the county lists.
All of York County sits on the Piedmont. Under the red clay is saprolite, which is rock that has weathered down into soil. Under that is hard crystalline bedrock. The water sits in cracks in that bedrock, not in an underground lake or river.
That is why depth changes from lot to lot. A state observation well near Fort Mill, on Lake Wylie, is logged at 700 feet deep. It carries 50 feet of casing. A Piedmont well over in Chester County is logged at only 98 feet. Sometimes we hit water near 200 feet. On a hard rock job in Inman we hit good water past 520 feet.
So we do not quote a depth we cannot see. The state well standards call for casing set into bedrock and sealed there. Nobody can tell from the driveway where bedrock starts. The written estimate quotes a minimum depth and explains how the casing cost can move. Be careful with anyone promising water at 200 feet.
York County keeps growing on the South Carolina side of the Charlotte metro. Rock Hill is the county's largest city, at about 75,800 people in the 2024 census estimate. Fort Mill and Tega Cay on the Lake Wylie side are growing faster still. Houses keep going up past the end of the public mains.
The state's own well numbers back that up. In the two most recent state reports, York County ranked third for new private well approvals. The counts were 420 and 424 wells. Those reports cover the 2018 to 2020 budget years, so read them as a pattern rather than a current count.
Older wells are the other half of the work here. A shallow bored well sits in the saprolite, and that layer dries out first. The drought monitor map for the week of September 8, 2026 listed all of York County as abnormally dry. When an old well drops, the fix can be a new deeper well. Sometimes it is well pump repair on the system you already have.
Our shop is in Pacolet, about 42 miles west of Rock Hill in a straight line. SC-9 runs right through Pacolet. Head southeast on it and it crosses I-77 at Richburg, and I-77 runs north into Rock Hill. For the western end of the county, US-321 runs north through York County and SC-5 ties York to Rock Hill.
Rock Hill is the far corner of the area we work, about 60 miles around Spartanburg. We work the South Carolina side only. The rig, the water tank truck and the pipe trailer come over from Pacolet. We also cut the trench for the water line from the wellhead to the house.
In South Carolina the state permits a private well, not the county. The well driller files the Notice of Intent with the South Carolina Department of Environmental Services before drilling. That same agency handles septic permits, while York County Planning and Development Services handles county building permits. After the well is finished, the driller files the well record with the state.
