Chester County covers about 580 square miles of farm road, pasture and timber. The Chester Metropolitan District is the main public water system. It serves the city and a share of the county. Head out toward Lowrys, Wilksburg or the Broad River and the water lines run out. A house on that land makes its own water, and so does the barn.

The Chester Metropolitan District is a special purpose district, created by the state legislature in 1959. It runs water, sewer and garbage service from an office on Wylie Street in Chester. EPA's national drinking water records list the district serving about 15,700 people through roughly 7,400 connections, drawn from surface water.
The district distributes water to the towns of Chester, Fort Lawn, Great Falls and Richburg. Its treatment plant sits on the Catawba River at Fort Lawn. The census estimate put the county at about 32,300 residents in 2024. So more than half the county lives outside those meters.
Between and beyond those towns, the mains give out. Lowrys, Lando, Edgemoor, Blackstock, Wilksburg and Leeds all sit in open country. A new lot out there can be a long way from a water main. Out in the county, the little water systems on federal file all run on groundwater. Crossroads stores, a campground and a ball field draw from the ground.
Chester County sits in the Piedmont, the same ground our drillers work up in Spartanburg and Union counties. Red clay and soft weathered rock lie over hard granite and gneiss. The water is not sitting in an underground lake. It moves through cracks in the rock, so a driller is hunting fractures.
That is why depth changes from one lot to the next. A state groundwater report lists an observation well northeast of Leeds, here in this county, finished at 98 feet. Other Piedmont wells across our working area go to 700 feet. On one of our own jobs in Inman, the rock was hard. Good water came in a little over 520 feet.
So the written estimate quotes a minimum depth. The state well standards call for casing sealed into the bedrock. No one can read from the surface where hard rock starts. That is also why we do a site survey before anything gets scheduled. The survey picks the spot and sets the schedule.
Late summer is when those calls come. In that state report, the Leeds well is 98 feet deep. The water level sat 85 to 90 feet down. That leaves under 13 feet of water in the hole. Its lowest reading on record came in late September of 2000.
An old shallow well sits in the weathered layer near the surface. That layer drains first in a dry stretch. A drilled rock well reaches fractures far below it. In early September 2026, the U.S. Drought Monitor had all of Chester County abnormally dry.
The state tells homeowners to call a well driller when a residential well goes dry. One option on its list is a new, deeper well on the same property. That means drilling a new well to replace one that quit. Other times the well is fine and the pump is the trouble, which is well pump repair instead.
Land in this county gets used hard. Pasture, hay ground, timber and hunting tracts sit between the Catawba and the Broad. Livestock needs water, a camp needs water, and a pond takes more gallons per minute than a house. A farm or irrigation well is sized for gallons per minute first.
I-77 runs down the east side of the county, past Richburg and Fort Lawn. SC-9 meets it at the Chester exit. US-321 runs through town. From the shop in Pacolet, SC-9 is the straight shot, down through Jonesville and Lockhart and into Chester. It is about 40 miles, and the rig comes over from Pacolet for the job.
Counties in South Carolina do not issue the well permit or the septic permit. Both go through the South Carolina Department of Environmental Services. The driller files the notice of intent before the hole is started and files the well record after. The county building office handles the permit for the house itself.
