The Gaffney Board of Public Works carries water through town and out along the main roads. Drive a few minutes toward Thicketty, Draytonville or Grassy Pond and those mains run out. Houses out there get their water from a well in the yard. When one of those wells quits, the fix starts with a driller.

The Gaffney Board of Public Works is the water utility for Gaffney and much of Cherokee County. Its water division serves about 13,000 customers on more than 380 miles of water main. Five elevated tanks hold that water, including the Peachoid out by I-85.
The Board publishes a service area map and asks people to call about a specific address. For a lot of rural addresses the answer is that no main runs that far. Kings Creek, White Plains, Wilkinsville, Macedonia and the ground out toward Blacksburg and the Broad River are private well country.
A well changes what a piece of land can do. It puts water on a lot the utility was never going to reach. A site survey comes first either way, new land or a well that failed.
Cherokee County sits on the Piedmont, the same as the rest of the Upstate. Red clay and weathered rock lie over hard bedrock. Water moves through cracks in that bedrock, so the well has to reach the cracks. Casing gets set down to the rock, which is what the South Carolina well standards call for.
There is no normal depth here. The state kept a monitoring record in the 1990s for a well northeast of Blacksburg in Cherokee County. It is 405 feet deep with about 66 feet of casing, and the water stood 30 to 45 feet down. State monitoring wells in the counties around Gaffney run anywhere from 80 feet to 700 feet.
So we look at the site before anything gets scheduled, and our written estimate quotes a minimum depth. The estimate also explains why the casing cost can move. Nobody can measure the depth to hard rock ahead of time. One of our jobs over in Inman ran a little past 520 feet before it found good water. A study of more than a thousand Upstate wells put the middle yield near 8 gallons a minute. A bigger household needs more of that flow than a small one.
About 22 miles of I-85 run through Cherokee County, and the land near it keeps filling in. The county permitted just over 200 new single family homes in 2024. Some of those lots sit well past the end of a water main.
Builders here call before the slab goes down. The site survey picks a well spot that works with the driveway, the septic field and the property lines. The South Carolina well standards put a well at least 75 feet from a septic tank or drainfield. A well also stays at least 5 feet off a property line.
Peaches are still part of this county. The Peachoid on I-85 is one of the Board's water tanks. The South Carolina Peach Festival still fills downtown every July. Orchards, pasture and ponds pull more water than a house does. We also drill irrigation and farm wells sized in gallons per minute.
The well permit is a state matter, not a county one. South Carolina puts the job of getting permit coverage on the well driller, before construction starts. The notice goes to the South Carolina Department of Environmental Services, and the state gets 48 hours to review it.
Once the well is finished, the driller files the water well record with the state within thirty days. That record carries the depth, the casing depth and the yield. The property ends up with a filed state record of its own well. Septic is permitted separately by the state. Cherokee County Building Safety, at the county offices on Railroad Avenue in Gaffney, handles the building permit.
